Closing of cafés, restaurants : Restaurant owners’ proposals about to be submitted to the High Council of Public Health

The representatives of the hotel and catering profession were received, at their request, at the Ministry of Solidarity and Health, on Friday, October 2. They made a point of expressing their disappointment at not having been received by the Minister himself, even though the Prime Minister had gathered around him 4 members of the government on Tuesday, September 29th to discuss the issues of the closure of his establishments.

 

Following the Minister’s announcements the day before, announcing the closure of bars and the possibility of closing restaurants in areas that would go on high alert, hotel and restaurant professionals presented the health authorities with a draft reinforced health protocol aimed at keeping establishments open.

 

Among the proposals made to the authorities, several were favorably received, including the introduction of a reminder booklet, with an incentive to download the StopCovid application, and the obligation to pay at the table.

 

On the issue of distance between tables, the profession stressed that the current distance of one meter was a red line, as the economic survival of its establishments was at stake.

 

On the other hand, and to show its spirit of responsibility and its willingness to respond to the authorities’ desire to be able to control compliance with health measures, the professionals proposed the introduction of a gauge indicating the total capacity that could be displayed on the front of the establishments. Beyond this gauge, no client would be accepted inside the establishment. Any waiting for a table would have to take place outside.

 

Finally, the profession insisted on the fact that the only criterion that had to be taken into account when deciding that an establishment, whatever its nature (restaurant, brasserie or bar), could remain open was its ability to comply with health protocol; and therefore to seat its customers within safe distances. No other criteria (classification, consumption or not of meals or alcohol …) is justified from a health point of view.

 

The representatives of the profession noted with satisfaction that all of the ministries represented (Ministry of the Economy, Finance and Recovery, Ministry of the Interior and Secretary of State to the Minister of Europe and Foreign Affairs in charge of Tourism) had welcomed the effort of responsibility of the professionals and in their great majority welcomed the proposed measures.

 

It is now up to the High Council of Public Health to validate these proposals. The hotel and catering profession hopes that the responsible, reasonable and realistic demands it has made will be accepted; otherwise the survival of many of our establishments, which are already in a dramatic situation, would be jeopardized.
