New York begins “phase 2” of easing lockdown measures, accelerating the reopening of stores after long weeks of restriction

New York City is entering the second phase of easing lockdown measures on Monday, a relief for merchants who have been stuck with online sales and “click & collect” curbside withdrawal for months. A gradual return to normal and strict requirements for the city among the most affected by the pandemic in the United States and certainly the least quick to deconfine, far behind Los Angeles and the last of its state.

 

Indeed, the second phase of easing lockdown measures was originally scheduled to take effect during the month of July, but the clear improvement in the health situation has accelerated the manoeuvre.

 

Phase 2 of the easing lockdown measures in New York, which concerns hairdressing salons and restaurants in particular, is however very tightly controlled for all sectors in terms of the mandatory wearing of masks in stores, physical distance instructions as far as possible and compliance with disinfection guidelines in particular.

 

However, covered shopping centres are not allowed to reopen their doors, except for tenants with a direct entrance.

 

An encouraging context for shopkeepers who have been preparing for the reopening for a long time

 

“Everyone was waiting for Phase 2,” said Jerome Barth, president of the Fifth Avenue Association, which works to maintain the iconic business district, home to the flagships of Saks Fifth Avenue, Tiffany & Co. and Cartier, among others.

 

The first phase of easing lockdown measures in New York, which began on June 8, has already been a success. Inaugurating the reopening of distributors and boutiques, it enabled businesses, particularly in the luxury sector, to find innovative alternatives to maintain sales, such as the installation and signage of collection points, communication by SMS and frictionless delivery directly to the customer’s vehicle.

 

“We have continued to invest in the development of tools for our sales associates to help deliver channel-free sales in both digital and physical environments… to provide customers with the best possible experience, wherever they are and however they want to shop and engage with our brands,” said a Neiman Marcus and Bergdorf Goodman spokesperson who reviewed the company’s approach during Phase 1.

 

“It was a good opportunity to get it all in place and see how it works in the real world before the start of Phase 2,” he added.

 

Deconfinement based on consumer confidence capital

 

However, if the conditions are met to encourage and drive a return to normal, the success of the reopening will depend on the consumers’ willingness to return.

 

“The question is when people will feel comfortable taking public transport and how they will get to the shops,” Barth said, and for that “Subways and buses are important.”
